Does anyone know if the Roam sweet Roam will charge my account if the Airplane mode is off while the data plan is disabled while I travel aboard?

Looking at my last couple bills, I am seeing about 10 incoming call charges of about 1min ea, that I am being billed for. I have my phone on to receiving incoming texts, but am not answering nor placing calls. When an incoming call comes in, I just let it ring.
Comparing some of the times of the incoming calls to my voice mail, it looks like I am being charged when an incoming call goes to voice mail even though I am not answering it.
Can someone (ideally Virgen customer support) please englighten me on the Virgin Policy here. With the number of telemarketing calls these days, it is totally unfair that a customer would be billed in this scenario.

I am currently out of the country. My data and roaming charges have been off since i left. I have roaming charges on my bill for 6 texts all to the same number, which is not showing in my texts and which have the same start time - $0.99 each call. There is no record of these texts on my phone and the number is unfamiliar and it seems that the charges are for the same call.
What is going on?
