How to make international call from mobile phone?

Hi

I got 1000 long distance minutes per month. I want to call Taiwan and India. How do I make a call to a Taiwanese or Indian phone number? Do I add "+" in front of the country code+area code+number? Or should I dial "011" in front of country code like my landline?

Please help.

To call Taiwan from Canada, dial:
011886 - Area Code - Land Phone Number
011886 - 9 Digit Mobile Number

To call India from Canada, dial:
01191 - Area Code - Land Phone Number
01191 - 10 Digit Mobile Number
