On an account with more than one line, would I be able to cancel one (or more lines) and transfer the device payments to the remaining line balance to continue the monthly payments until they are fully paid?

Phone agreements are per phone line, and not general to the account as a whole. As such, they are non-transferable - cancelling a phone line mid-agreement is equivalent to cancelling the agreement early, and will result in the full remaining owed balance to be charged in full on the immediate next bill after cancellation.
