No mobile internet

When I turn my cellular data on in areas I do not have access to wifi, I cannot access mobile Internet - safari continually tells me I am not connected to the internet.  This should not be happening if I turn my cellular data on - I should have access to the internet.

Which phone/OS do you have, and where are you located? Are you able to use any other internet based apps when cellular data is turned on? If you reboot your phone does it connect to the data network?
