Accidental Long Distance Charged Before Call Pickup

Hello everyone and all the best to your families.

Hey there Virginplus, even Bell does not charge LD rates if the call goes unanswered.  My recent bill has a charge listed for a 201 area code call that we realized was an error and quickly hung up before the destination answered.  An agent indicated that dialing a number was enough to charge.  Why is this process putting us at a disadvantage?

When using mobility networks, once the network is in use (call made) any applicable airtime/long distance will apply.
