I have closed my account and I have a credit balance. My question is does this money go back into my credit card which was pre authorized payments?

We're sad to learn that you've left us and we will miss you. ☹️
Once an account is closed, if a refund is required, our systems will verify the last payment method used on file. If the last payment was made via credit card, the refund will be applied to the credit card in question. For all other payment methods, a cheque will be generated and sent via mail.
When services are cancelled in the middle of a billing period, you will automatically receive a prorated credit to cover any days the service was not active within the said billing period. This normally happens within 1-2 billing cycles after cancellation.

I have switched service. I have a credit balance with Virgin. How do I get my money refunded.
