no mobile data service connection for more than 4 months

I am currently paying a monthly fee of 65 CAD for each of my cell phone lines, solely for the purpose of maintaining a cell phone plan. However, I am experiencing a lack of mobile data connectivity primarily at my residential and work locations and nearby locations. The response I have received regarding this matter is that
"Yes we are aware of this issue and its treading issue. Its temporary problem with no definitive time line when it gonna resolved "
I am curious to know if there are others facing a similar situation, and if anyone has any suggestions on how I can switch to a different service provider without incurring any additional charges on my existing contract.
