Unable to call to area code 928

Any idea why I cannot make a call from Canada to area code 928 in Arizona?  I have Canada-US calling.  Text messages work.

• Is this only to one specific number with this area code, or have you been able to try with multiple numbers in the 928 area code? 
• Have you noticed any other area codes experiencing a similar issue?
• What exactly is happening when you call a 928 number? Does the call drop? Is there a busy tone? Does it go straight to voicemail?

It turns out it was only one specific number in that area code and was an issue with their number. Thanks for responding.
