Photos not going through text

Im having troubles with photos going through on a text and its happening one day and then the next its fine. Mostly when i am sending a photo through text to someone that doesnt have an iphone ive noticed.

Also having trouble with no service constantly but yet my husbands is fine and hes standing next to me (hes on telus)

Hey there! 

Thanks for you post. Since you have advised it's only MMS that you're having issues with, and that the person unable to receive is a non iPhone user, can you go in your iPhone Settings > Messages > Scroll down to Send As SMS & MMS Messaging and confirm both are toggled to ON.
