New Sim activated on new iPhone SE on plan with two phones, now one old one new.

We bought two 5se phones in 2017, on same account with different phone numbers. I recently lost my phone. Ordered a new SE 3rd gen. from apple. Went to same retailer and asked them to activate new sim on old account and plan to keep old phone number. Now her old 5se cannot send a text to my new phone. But I can text her and anyone else back and forth no problem. What’s the problem? Should something be done to cancel old sim in old phone. It’s underwater in a creek.😔
