International calling while roaming

I can not call out internationally I have roam package set up on my phone 

as well I would like to change my plane from my current location 

I can not call your 888 number

I cannot call from the USA NEITHER TO Canada.do you know what to do?

We wanted to check in and see if you were still having issues with taking advantage of your roaming. If so, could you please provide further details for the Community to be better able to assist?

• Have you reviewed your plan and confirmed that you have Roam Sweet Roam enabled, and are not currently restricted from being able to use roaming services?
• What country are your roaming in?
• Is it only calling that's impacted? What about SMS and data usage?
• Are you travelling in a rural area where service may be impacted overall?

Its not a new Sim, have used this for years.  I dont make a lot of calls. Today I tried to call my bank. The phone gave me this message: "Not registered on network". I have no way to contact anyone to resolve the issue, I cant call virgin, 611 nothing. 
Background: I am out of country, last week I put roaming on to make a call to virgin. Its the last call I made on the network. After about 15min the call was interupted with an automated message saying Im not allowed on the network it went beep and that was it.
