Can I totally block a phone so it cannot use wifi? I need this for my son, ONLY talk and text

Blocking Internet Access are specifically for Android devices.

Open Settings
Select More networks
Select Mobile networks
Select Access Point names
Select you APN
Select Options
In the popup window, select APN and type “xyz”
In the top-right corner, select Options and then Save
