Resolved! Is virgin interent no longer candian?

Please help. I don't have a VPN, nor use a VPN. Yet when I have my wifi off I can see snowpiercer on Netflix,  but when I turn wifi on, bam it gone again. Contact Netflix and they said try your ISP. I am using Valerie Any ideas?
