Is there any way I can fix it myself? I moved to a new apartment and it's broken. I hadn't seen it before I signed up for the internet service, and now I can't connect the modem.

Thank you for your post and welcome to the Community.
This is most likely something that will require a technician to go out and fix. Although, depending on what that black cord is and what the end of it looks like, you might just be able to connect the end of the black cord into the top of the green connector (if it has the correct end on the cord). If so, from there you would just connect your modem to the bottom of the green connector with the Fibre Optic cord going from your modem to the connector. Are you able to share a picture of what is at the end of the black cord coming out?
