Have to pay $10 for existing watch cellular plan after resetting Apple watch

I already have a cellular watch plan working with my Apple Watch. It’s been working good. However, after resetting my Apple Watch today, when I was trying to restoring my cellular watch plan, I saw this:

NEW ESIM REQUIRED

You've already subscribed to a Smartwatch Plan.

You will need to download an eSIM (a $10.00

eSIM charge applies).

Don’t understand why I have to pay for it. I am already paying for everything.

New phone, no service (SOS)

I just got a new phone, and its been nothing but frustrating.

I had broken my old one and transferred my number to an esim to use on my work phone as it could host dual sim. I left that job and needed to get a new personal phone, which came with a physical sim card.

I followed all of the usual install processes, but even though my phone/new sim has been "activated" I have "SOS" instead of service. I deleted the esim thinking that would force everything to transfer, but no luck. I've reset multiple times, and considered trying to reactivate my esim but the online platform wants to text me to confirm its my number and I can't receive texts.

I can't call for support as I appear to have no mobility capability, and I live in a small town with no virgin store/booth. Help?
